The Ministry of communications has proposed to lock in pre-order page on the Internet that contains “justification and the justification of extremist and (or) terrorist activities”.
Explanatory Memorandum to the bill is missing, so it is unclear what will be defined as a “justification” of extremism or terrorism. According to authorities, the amendments to the law will allow to promptly block the sites.

Under current law, the attorney General or his deputies appeal to Roskomnadzor with the requirement to lock the page if it found the information containing appeals to mass riots, extremist activities, participation in illegal mass events.
